MOHAN Foundation Conducts Training on THOTA and the Role of Police in Organ Donation at MPTC: “Saving Lives Beyond Duty”

  • On June 20, 2026, MOHAN Foundation conducted a one-day training programme, “Saving Lives Beyond Duty on the Transplantation of Human Organs and Tissues Act, 1994 (THOTA) and the role of police in organ donation at the Conference Hall of the Manipur Police Training College (MPTC), Pangei, Imphal East.

     

    The session featured resource speakers including Dr. Ningthoukhongjam Sugetha Devi, Deputy Director, State Medical Board (SMB), Directorate of Health Services (DHS), Government of Manipur; Prof. Moirangthem Bipin Kumar, Head of Department, Forensic Medicine and Toxicology, Jawaharlal Nehru Institute of Medical Sciences (JNIMS); and donor family member Mr. Pebam Sana (son of Mr. Pebam Deben Singh).

     

    Ms. Laishram Monica Devi, Project Coordinator, NE & project Lead (Manipur) conducted the session along with Mr. Bidyananda Laishram, Senior Program Executive; Mr. Elangbam Paringanba Singh, Program Executive; and Ms. Moirangthem Priya Devi, Program Executive, also participated in the programme.

     

    The programme was organised with the support of Mr. Sorokhaibam Gautam Singh, Indian Police Service (IPS) Deputy Director (In-Charge Director), MPTC; Mrs. Victoria Yenkhom, IPS, Assistant Director, MPTC; and Mr. Laishram Manitomba, Deputy Superintendent of Police, MPTC. It also marked the beginning of a series of monthly police sensitisation sessions aimed at enhancing awareness and strengthening the capacity of police personnel on organ donation. The inaugural session commenced with a welcome address by Shri P. Noren Singh, Manipur Police Service (MPS), Assistant Commandant, followed by a keynote address by Mr. Md. Abul Kalam, MPS, Assistant Director (Indoor), MPTC. The flowchart of the Organ Donation Process in Medico-Legal Cases (MLC) was also released during the session.

     

    Ms. Monica delivered a session on organ donation, covering its types, the legal and regulatory framework, and the concept of brain death, including its medical and legal significance and certification process. She also highlighted the crucial role of police personnel in facilitating organ donation in medico-legal cases (MLC) through timely documentation and effective coordination with healthcare professionals.

     

    Mr. Pebam Sana shared his experience as a donor family member, recalling how his father’s wish was fulfilled through organ donation for the cause of humanity. He also expressed his intention to donate his organs after death and emphasized maintaining a healthy lifestyle, free from drugs, tobacco, and alcohol to ensure organ suitability for donation.

     

    Dr. Sugetha highlighted the state’s role in promoting organ donation and transplantation, the legal framework governing organ donation, and the prohibition of commercial trade in human organs, which is a punishable offence under the law. She also spoke about the ongoing efforts to strengthen organ donation and transplantation services within the state.

     

    Prof. Moirangthem Bipin Kumar discussed challenges faced in organ donation and transplantation, with particular emphasis on organ retrieval and the preservation of forensic evidence in medico-legal cases. He stressed the importance of coordination between healthcare professionals and investigating authorities prior to organ retrieval to ensure compliance with legal procedures and preservation of evidence integrity.

     

    At the end of the session, Mrs. Priyadarshani Laishram, MPS, Superintendent of Police, Kakching District, shared that she found the programme highly informative and attended it out of strong interest, appreciating the valuable insights gained on organ donation and transplantation.

     

    Mr. Md. Abul Kalam expressed appreciation for MOHAN Foundation’s work in promoting organ donation and stated that he gained a clearer understanding of its mission. He also shared his intention to break taboos within his Muslim community and support wider awareness efforts.

     

    Approximately 35 police officers attended the session including the Superintendent of Police; Sub-Inspectors of Civil Police; Jamadars; and Commandants of Manipur Rifles.

     

    To reinforce key messages, FAQs brochures and flowcharts on the organ donation process in medico-legal cases were distributed to participants.
